Because it renders bright red on every major platform, it carries more weight than the keyboard character "!" — it looks like a label on a warning sign rather than an excited voice. That gives it three everyday jobs. First, alert: "don't park there ❗" or "deadline moved ❗" — you are asking someone to actually stop and read. Second, emphasis: dropped after a single word ("free ❗", "today ❗") it works like a highlighter, which is why it shows up constantly in group chats, class servers and shop captions. Third, reaction: sent alone or as ❗❗❗ it becomes a whole message meaning "wait, WHAT." Tone depends heavily on count. One ❗ is neutral-to-serious.
